• Executive Loyalty Tests: Mid-decade redistricting and targeted endorsements are purging long-standing reps who fail top-down loyalty checks.
• Bipartisan Gerrymandering: Retaliatory map-drawing from both parties in states like Texas and California is pre-determining winners before voters step into the booth.
